Apparently this homeowner has not been happy with the behavior of dogs walking on his property.

The winter ice fest on the Plaza involved an ice sculpture carving competition among chefs in the city. Melting was not a danger as a very cold wind prevailed in the shade of the tent. Observers did not linger.
