Modesty or Burlesque?

The pioneer woman statue in Prairie Village briefly had a camisole. Not sure whether, since its a red satin camisole (see inset), it was meant to be flashy or rather to cover up the anatomically correct statue and they just picked a poor choice for modesty. It was removed within a few hours.
